Uzbekistan Advances $6.08B SAF Megaproject with Binding PIA
Uzbekistan’s Allied Biofuels FE LLC and the Khorezm Region Government have officially signed a legally binding Project Implementation Agreement (PIA), marking a significant milestone in the advancement of clean energy in Central Asia. Supported by a Presidential Decree, the project has been granted Special Economic Zone status, benefiting from tax exemptions and comprehensive customs incentives, thereby providing a stable and long-term policy framework.
The project involves the development of Central Asia’s first integrated biofuel refinery, focused on producing Sustainable Aviation Fuel (SAF), electro-synthetic SAF (e-SAF), and Green Diesel. Upon completion, the facility is expected to produce approximately 160,400 tonnes of SAF, 257,000 tonnes of e-SAF, and 5,040 tonnes of Green Diesel annually.
With a total investment of around $6.08 billion and a construction timeline of five years, the project stands as one of the largest clean energy infrastructure investments in the region. It underscores Uzbekistan’s strategic commitment to energy transition and green industrial development, while positioning the country as a key player in the global low-carbon fuels supply chain.
