BP Halts Rotterdam Biofuel Plant, Marking Third Green Project Setback

September 22, 2025 · biofuels

BP has decided to halt construction of its planned biofuel plant at Rotterdam’s Europoort, according to Dutch newspaper De Telegraaf. Employees reacted with disappointment, calling it “our last green project in the Netherlands.” The decision will result in about 100 job losses.

BP, which operates one of Europe’s largest refineries in Rotterdam, cited the high costs of building and operating in the Netherlands as the key reason for abandoning the project. The move follows similar setbacks: Shell recently suspended work on a Pernis biofuel facility, while Finland’s UPM withdrew from a Rotterdam project earlier this year.
