UK TRA Proposes to Exclude SAF from Indonesian Biodiesel Duties, Maintains 8–18% Countervailing Tariffs

The Trade Remedies Authority (TRA) has published a Statement of Essential Facts concerning imports of biodiesel from Indonesia. The transition review was formally initiated on 6 December 2024 and covers both the existing countervailing duty measures and the scope of the product under review.

In its statement, the TRA recommends updating the product definition to explicitly exclude Sustainable Aviation Fuel (SAF) from the measures. The proposed revised definition is as follows:

Fatty acid mono-alkyl esters or paraffinic diesel obtained through synthesis or hydrotreatment from non-fossil sources, whether in pure form or as part of a blend, but excluding sustainable aviation fuel, whether in pure form or as part of a blend.

With regard to duties, the TRA proposes maintaining the current countervailing duty rates, which range from 8% to 18%. This approach reflects the authority’s intention to clarify product scope while preserving the existing level of trade remedy protection.
