China Grants 1.2 Million-Ton SAF Export Quotas to Haike, Sanju, and EcoCeres

China has granted export quotas to three biofuel refineries, allowing them to export Sustainable Aviation Fuel (SAF), marking a significant step in the country’s global expansion of its SAF industry.

Domestic biofuel producers are accelerating the construction of SAF production facilities, with Europe identified as the primary export destination.

According to publicly available data, Shandong Haike Chemical, Shandong Sanju Bioenergy, and EcoCeres have been allocated a combined annual SAF export quota of approximately 788,000 to 828,000 metric tons. Among them, Shandong Sanju Bioenergy received about 158,000 tons, Shandong Haike Chemical 370,000 tons, and EcoCeres between 260,000 and 300,000 tons.

This brings China’s total SAF export quota for 2025 to around 1.2 million tons, including the first allocation previously granted to Zhejiang Jiaao Environmental Technology, which completed the country’s first SAF export shipment in May.
