Singapore Launches First Nationwide Voluntary SAF Pooled Procurement Pilot Ahead of SAF Levy

Singapore has launched its first voluntary, nationwide Sustainable Aviation Fuel (SAF) pooled procurement pilot, marking a key step toward implementing SAF-related policies. The initiative is led by the Civil Aviation Authority of Singapore (CAAS) together with its wholly owned subsidiary, the Sustainable Aviation Fuel Company (SAFCo), which will centrally manage SAF procurement.

Nine organizations are participating in the pilot, including Singapore Airlines and Scoot, Changi Airport Group, Boston Consulting Group, DBS Bank, GenZero, Google, OCBC, and Temasek. A memorandum of understanding was signed at the third Changi Aviation Summit, witnessed by Acting Transport Minister and Senior Minister of State for Finance Chee Hong Tat.

CAAS said the pilot is designed to test the full end-to-end system—covering procurement, commercial arrangements, pricing, allocation, and emissions accounting—rather than focusing on participation levels. Companies can choose their level and duration of involvement based on internal decarbonization goals.

The government aims to refine these mechanisms ahead of the planned introduction of a SAF levy on flights departing Singapore later this year. Officials said the levy will provide clearer demand signals to suppliers, helping build market confidence and support aviation decarbonization in a carbon-constrained world.
