Singapore to Launch First SAF Procurement Tender in December 2026

November 5, 2026 · biofuels

Singapore is expected to launch its first sustainable aviation fuel (SAF) procurement tender in mid-December 2026, with an initial purchase volume of between 20,000 and 30,000 metric tons, according to the Civil Aviation Authority of Singapore (CAAS).

Successful suppliers will be required to begin deliveries from June 2027. The tender will be open to companies that meet technical, quality and sustainability requirements and can deliver SAF through Changi Airport’s existing fuel pipeline infrastructure.

Around 15 companies have already participated in a tender briefing. Besides pricing, the evaluation will consider supply reliability, delivery capabilities, sustainability certification and contributions to Singapore’s local industry.

Under Singapore’s SAF roadmap, all flights departing from the country will be required to use SAF from 2027, initially targeting a 1% SAF blending rate. This could increase to between 3% and 5% by 2030, depending on global SAF supply and market conditions.

The procurement initiative marks an important step in Singapore’s SAF implementation strategy and could create new opportunities for international producers, particularly suppliers using the HEFA production pathway.
